There are two types of federal prisons.

One is a prison directly under the Federal Bureau of Prisons, and the other is a prison in which the Federal Bureau of Prisons does not directly intervene in the operation.

It sounds a little...complicated.

In fact, to put it bluntly, only prisons managed by the Federal Bureau of Prisons are "public prisons."

Like the prisons set up by the state government itself and the prisons set up by the federal Ministry of Justice, these prisons are essentially private prisons.
